Washington Residential Rebate Eligibility and Guidelines
Home Improvement Rebates Eligibility and Guidelines

The following energy efficiency rebates are available for Washington residential customers. Weatherization rebates apply to customers in Washington who heat their homes primarily with Avista electricity or natural gas. Water heating rebates apply to customers heating with Avista electric or natural gas. Conversion offers apply to Avista electric heat customers only.* Please see descriptions below for complete rebate requirements. All programs are subject to change and request for rebate must be submitted within 90 days of job completion. Offers apply to existing homes. For new construction and new additions please use the Washington new construction rebate form.

High Efficiency Equipment

Natural Gas Furnace/Boiler
A $250 rebate is available for installation of a high efficiency natural gas furnace or boiler of 90% AFUE (efficiency) or greater. AFUE verification requires an AHRI Certificate.

Variable Speed Motor
A $100 rebate is available to Avista electric customers for installation of a primary heating forced air system that incorporates a variable speed motor. This rebate may be combined with a high efficiency rebate.

Water Heater
A $20 rebate is available for installation of an electric, tank type water heater between 25-55 gallons with an EF (efficiency) rating of 0.94 EF or higher. For a natural gas tank type water heater of 50 gallons or greater, the EF must be 0.60 EF or higher, 0.62 EF or higher for a 40 gallon tank. EF verification requires an AHRI certificate. Heat pump water heaters do not qualify for this rebate.

Tankless Water Heater
A $130 rebate is available for installation of a natural gas tankless water heater with an EF (efficiency) rating of 0.82 or higher. EF verification requires an AHRI certificate.

Conversions from Electric

Replacement of Electric Straight Resistance as Primary Heat
A $900 rebate is available to Avista electric customers who replace electric straight resistance as their primary heat (i.e. electric forced air furnace or electric baseboard heat) with a central natural gas heating system or central air source heat pump. This rebate may be claimed in addition to the high-efficient natural gas furnace/boiler rebate. Customer usage will be reviewed and must demonstrate that a minimum kilowatt hour usage of electric straight resistance occurred during the previous heating season.

Electric to Natural Gas Water
A $300 rebate is available to Avista electric customers who replace an electric water heater with a new natural gas water heater. This rebate may be claimed in addition to the high-efficient natural gas water heater rebate.

Weatherization

Customer usage will be reviewed and must demonstrate minimum kilowatt hour (4,000) or therm (160) usage occurred during the previous heating season to be eligible for weatherization rebates.*

Insulation
Rebates are available for the addition of new insulation that increases the R-Value by R10 or greater (both fitted/batt type and blown-in). Insulation must be installed only where such cavities separate conditioned from unconditioned areas of the residence (livable space). Crawl spaces are not eligible. Any insulation installed outside the cavity, such as siding applications, does not meet rebate requirements. Insulation must be contractor installed. Contractor must certify existing and new levels of insulation and invoice must be itemized with the following: square footage, R-Value ratings, and cost.

Ceiling / Attic Insulation
A $0.15 per square foot rebate is available if existing insulation level is R-19 or less.

Wall Insulation
A $0.25 per square foot rebate is available if existing insulation is R-5 or less.

Floor Insulation
A $0.20 per square foot rebate is available if existing insulation is R-5 or less.

Windows
A $4.00 per square foot rebate is available for the replacement of existing single pane or metal frame double pane to windows with a u-factor rating of 0.30 or lower. Windows are defined by window and frame not just glass replacement. Windows must be contractor installed. Contractor must certify existing and new window ratings and invoice must be itemized with the following: total square footage, u-factor ratings, and cost.

*Avista will review energy usage as part of the program eligibility requirements. If you use electricity to heat your home, a review of your Avista electric use must show at least 4,000 kilowatt-hours of space heat use during the previous heating season in order to be eligible for the rebate. If you use natural gas to heat your home, a review of your Avista natural gas use must show at least 160 therms of space heat use during the previous heating season to be eligible for the rebate. Please call Avista to pre-qualify your project.

Home Improvement Rebate Additional Conditions:

  • Requests for rebates must be submitted within 90 days of completion of energy efficiency measures.
  • The rebates listed are applicable to existing single and multifamily residences (up to a fourplex), including manufactured and modular homes.
  • Rebates are not available for seasonal or recreational homes; they must be a primary living residence.
  • Only new equipment qualifies.
  • All improvements must be contractor installed to be eligible for rebate consideration.
  • Primary fuel used for space heating must be Avista electric or natural gas to qualify.
  • Primary fuel used for water heating must be Avista electric or natural gas to qualify.
  • Homeowners converting from electric heat may only receive one conversion rebate (either electric to heat pump or electric to natural gas).
  • Heat pump water heaters do not qualify for water heater rebate.
  • Homeowners are responsible for complying with all applicable codes and regulations.
  • Efficiencies for space and water heating equipment are according to the Air-Condition, Heating, and Refrigeration Institute (AHRI).
  • Avista reserves the right to verify installation of the energy equipment measures prior to the payment and will coordinate inspection as applicable.
  • Avista and its agents may, upon reasonable notice, request access to customer's premises after payment for evaluation and measurement purposes.
  • Rebates will not exceed 50% of the actual measure cost.
  • Rebates are paid directly to the homeowner.
  • Allow 6 to 8 weeks for processing and payment of rebate.


Washington New Construction Rebates Eligibility and Guidelines

The following energy efficiency rebates are available for Washington residential customers. Rebates apply to new construction residential homeowners in Washington who heat their homes primarily with Avista electricity or natural gas. Water heating rebates apply to customers who will heat their water with Avista electric or natural gas. Please see descriptions for complete rebate requirements. All programs are subject to change and request for rebate must be submitted within 90 days of occupancy. For existing homes, please refer to the Washington home improvement rebates form.

Natural Gas Furnace/Boiler
A $250 rebate is available for installation of a high efficiency natural gas furnace or boiler of 90% AFUE (efficiency) or greater. AFUE Verification requires AHRI Certificate.

Variable Speed Motor
