Oregon ResidentiaL Conservation Programs
Avista offers many equipment rebates to our Oregon customers. For more information about these programs see the information on this page. You can download the rebate form and/or the participating retailers list below.
Residential Weatherization Program
- Homes built after 1980 are usually weatherized. Our Online Home Energy Analyzer can guide you in selecting high efficiency equipment and give you conservation tips.
- Older homes heated with natural gas sometimes need weatherization upgrades. If you are ready to weatherize your home, request a free in home energy analysis by filling out the Weatherization Analysis Request.
Qualifying Weatherization Measures
- Home Energy Analysis must be completed before starting the work.
- Single glass windows improved to low-e double glass with .30 U value, must be done with one of the following; attic, wall or floor insulation.
- Attic, wall, floor, duct, steam pipe, water pipe insulation, caulking, and weather-stripping can be done alone.
Weatherization Incentives and Financing
- Incentives are determined after the home energy analysis is performed. Window upgrades are paid $2.25 sq ft and insulation is generally 50% of the cost.* Final results are calculated and mailed to you with the incentive form.
- In lieu of cash incentives a loan of $5,000 is available to qualified home owners. Repayment terms are up to 10 years and payments start at $15 a month. Interest rates are 6.5% and 10.39% and are determined after the results are calculated.*

Some equipment and weatherization measures qualify for Oregon State tax credits.
Federal Tax Credits for Residential Energy Efficiency
ResidentiaL REBATES
Natural Gas Heating Equipment Rebates
- $200 for forced air furnaces with a 90% AFUE (efficiency) rating or higher
- $200 for boiler systems with a 90% CA-AFUE rating or higher
- $150 for direct vent space heaters with a 80% AFUE rating or higher
Water Heater Rebates
- $200 for tankless water heaters with a 80% AFUE rating or higher
- $50 for 40-gallon water heaters with an EF (Energy Factor) of 0.62 or higher
- $50 for 50-gallon water heaters with an EF of 0.60 or higher
- $50 for other sizes that exceed federal EF by at least six points
Additional Rebates
- $100 for qualified heat and water heater systems installed within 30 days of each other
- $100 for chimney dampers installed by a licensed contractor on open wood burning fireplaces
- $50 for thermostats with a 7 or 5/2 day programmable, that includes a filter reminder feature
