Rebate Eligibility and Guidelines

The following energy efficiency rebates are available for Idaho residential customers who heat their homes with electricity. Homes that are heated with natural gas are not eligible for rebates at this time. Weatherization rebates (insulation and windows) apply to customers in Idaho who heat their homes primarily with Avista electric. Water heating rebates apply to customers who heat their water with Avista electric. Conversion rebates apply to Avista electric resistance heat customers only.* New construction homes are not eligible for conversion and weatherization rebates. Please see description below for complete rebate requirements. All programs are subject to change and request for rebate must be submitted within 90 days of job completion.

High Efficiency Equipment

Variable Speed Motor
A $100 rebate is available to Avista electric customers for installation of a primary heating forced air system that incorporates a variable speed motor. This rebate may be combined with a high efficiency rebate. New construction projects are eligible for this rebate.

Water Heater
A $20 rebate is available for installation of an electric, tank type water heater between 35-55 gallons with an EF (efficiency) rating of 0.94 EF or higher. EF verification requires an AHRI certificate. Heat pump water heaters do not qualify for this rebate. New construction projects are eligible for this rebate.

Conversions from Electric

Replacement of Electric Straight Resistance as Primary Heat
A $900 rebate is available to Avista electric customers who replace electric straight resistance as their primary heat (i.e. electric forced air furnace or electric baseboard heat) with a central natural gas heating system or central air source heat pump. Customer usage will be reviewed and must demonstrate that a minimum kilowatt hour usage of electric straight resistance occurred during the previous heating season.

Electric to Natural Gas Water
A $300 rebate is available to Avista electric customers who replace an electric water heater with a new natural gas water heater.

Weatherization

Rebates are available for residential customers who heat their homes with electricity. Homes that are heated with natural gas are not eligible for rebates at this time. Customer usage will be reviewed and must demonstrate minimum kilowatt hour (4,000) usage occurred during the previous heating season to be eligible for weatherization rebates.*

Rebates are available for the addition of new insulation that increases the R-Value by R10 or greater (both fitted/batt type and blown-in). Insulation must be installed only where such cavities separate conditioned from unconditioned areas of the residence (livable space). Crawl spaces are not eligible. Any insulation installed outside the cavity, such as siding applications, does not meet rebate requirements.

Insulation
Insulation rebates are available for residential customers who heat their homes with electricity. Natural gas heated homes are not eligible at this time. Insulation must be contractor installed. Contractor must certify existing and new levels of insulation and invoice must be itemized with the following: square footage, R-value ratings, and cost.

Ceiling / Attic Insulation
A $0.15 per square foot rebate is available if existing insulation level is R-19 or less.

Wall Insulation
A $0.25 per square foot rebate is available if existing insulation is R-5 or less.

Floor Insulation
A $0.20 per square foot rebate is available if existing insulation is R-5 or less.

Windows
Window rebates are available for residential customers who heat their homes with electricity. Natural gas heated homes are not eligible at this time.
Windows must be contractor installed. Contractor must certify existing and new window ratings, and invoice must be itemized with the following: total square footage, u-factor ratings, and cost.

A $4.00 per square foot rebate is available for the replacement of existing single pane or metal frame double pane to windows with a u-factor rating of 0.30 or lower. Windows are defined by window and frame not just glass replacement.

*Avista will review energy usage as part of the program eligibility requirements. If you use electricity to heat your home, a review of your Avista electric usage must show at least 4,000 kilowatt-hours of space heat use during the previous heating season in order to be eligible for the conversion and weatherization rebates. Please call Avista to pre-qualify your project.

Rebate Additional Conditions:

  • Requests for rebates must be submitted within 90 days of completion of energy efficiency measure.
  • The rebates listed are applicable to existing single and multifamily residences (up to a fourplex), including manufactured and modular homes.
  • Rebates are not available for seasonal or recreational homes; homes must be a primary living residence.
  • Only new equipment qualifies.
  • All improvements must be contractor installed to be eligible for rebate consideration.
  • Primary fuel used for space heat must be Avista electric to qualify.
  • Primary fuel used for water heat must be Avista electric to qualify.
  • Water heaters and variable speed motors are the only eligible rebates available for new construction projects.
  • Homeowners converting from electric heat may only receive one conversion rebate (either electric to heat pump or electric to natural gas).
  • Heat pump water heaters do not qualify for water heater rebate.
  • Homeowners are responsible for complying with all applicable codes and regulations.
  • Efficiencies for space and water heating equipment are according to the Air-Conditioning, Heating and Refrigeration Institute (AHRI).
  • Avista reserves the right to verify installation of the energy efficiency measure prior to the payment and will coordinate inspection as applicable.
  • Avista and its agents may, upon reasonable notice, request access to customer's premises after payment and will coordinate inspection as applicable.
  • Rebates will not exceed 50% of the actual measure cost.
  • Rebates are paid directly to the homeowner.
  • Allow 6 to 8 weeks to processing and payment of rebate.

Idaho new construction rebates eligibility and guidelines

The following rebates are available for residential energy efficiency measures. Offers apply to residential homeowners in Idaho who heat their homes and hot water with Avista electric. Please see descriptions for complete rebate requirements. All programs are subject to change and request for rebate must be submitted within 90 days of job completion. Offers apply to existing homes. For new construction and new additions, please refer to the residential rebates for new construction.

  • Variable Speed Motor

  • Efficiencies for space and water heating equipment are verified according to the Air-Conditioning, Heating, and Refrigeration Institute (AHRI).
  • New Construction Residential Rebates are paid directly to the homeowner or builder.
  • Rebates shall not exceed 50% of the actual measure cost.
  • Request for rebates must be submitted within 90 days of completion of energy efficiency measure (or completion of home).
  • Avista and its agents may, upon reasonable notice, request access to customer's premises after payment for evaluation and measurement purposes.
  • A Copy of Energy Star Homes certificate must be submitted for Energy Star Homes rebate.
  • Energy Star Home rebates are paid directly to the builder.
  • Allow 6 to 8 weeks for processing and payment of rebates.
