Transmission Services 

The Avista Corp. Open Access Same-time Information System (OASIS) is part of the JTSIN group that covers much of the United States. We offer firm and non-firm Transmission Services in the Eastern Washington, Northern Idaho, and Western Montana areas of the Pacific Northwest. Also available are the Ancillary Services as defined by FERC. Please contact our OASIS Administrator at (509) 495-4819 for further information on Transmission Services.

The Federal Energy Regulatory Commission (FERC) recently updated its Standards of Conduct Rule, effective September 22, 2004. For details on Avista's compliance with FERC's Standards of Conduct Rule, including implementation procedures and organizational charts, go to https://www.oatioasis.com/avat/index.html.

The wesTTrans OASIS website can be accessed by clicking on the following link: www.wesTTrans.net. To access the Avista Corp. Transmission OASIS website, click on https://www.nwoasis.org/OASIS/AVA.

All customers who wish to utilize Avista Corp.'s transmission system will be required to make reservations via the OASIS and to make subsequent energy schedules with the Systems Operations office. Further instructions will be provided for all those who make the necessary arrangements. Prior to obtaining Transmission Service from Avista Corp. customers will need to register.

Registration Requirements: New Customers

What You Need to Do:
All customers desiring to obtain Transmission Services from Avista Corp. will be required to use the OASIS to submit their requests for Transmission Services. All customers must take the following steps in order to become a registered user of Avista Corp.'s OASIS:

  • Obtain access to the Internet.
  • Obtain a DUNS number unless you already have one to use. Note: If you have both a transmission division and a power marketing division in your company, each division will have to have it's own unique DUNS number.
      • On the Internet contact TSIN.com for instructions on obtaining a DUNS number. This lists all information necessary to obtain a number.
      • Or call Dun & Bradstreet at 1-800-333-0505 between 8 am and 6 PM EST.
  • Register as a Transmission Customer on tsin.com at the address in step 2A, using a unique company code.
    • IMPORTANT! Should you wish to have the ability to request and schedule non-firm Transmission Services from Avista Corp., please execute and return a Service Agreement for Short-Term Firm and Non-Firm Point-To-Point Transmission Services. This is an "umbrella" agreement, which enables you to reserve and schedule short-term firm and non-firm Transmission Services under Avista Corp.'s Open Access Tariff. Avista Corp. must receive an executed copy of this Service Agreement prior to enabling your company to reserve Transmission Services from Avista Corp.

      IMPORTANT! Once you have completed the above steps, please contact Avista Corp. (John Underwood or Cathy Williams at 509-495-4819) and request to be added to Avista Corp.'s List of Users. The company will then perform the necessary steps to authorize you to make transmission requests via the OASIS.

Additional instructions to properly use Avista Corp.'s OASIS, as well as specific steps to take to obtain Transmission and Ancillary Services pursuant to Avista Corp.'s Open Access Transmission Tariff, are available upon request.
